Stop Re-Investigating the Same Wallet: A Shared Evidence Layer for On-Chain Crime
Devcon 8 · 4 Nov 2026 · 6:35
HackenProof CEO Dmytro Matviiv describes a platform for sharing on-chain crime evidence between police departments and organizations, built after winning a tender from the Dutch government. Cases involving the same wallet are matched through a common identifier, and each organization chooses what evidence to share, with access control. The talk argues that investigations lose weeks because evidence sits in separate tools, and says the team is seeking partnerships with KYC and AML providers.

[music] [music] Whoa, it's too early but still full actually hall. Thank you everyone for coming. So I'm Dimmitro. I am co of hacking proof and today we actually talking about how we can stop revenue investigation in the same uh wallet. Uh so actually um I'm working with the security for 15 years. So we have some patents and at the same time I am leading hacken proof which is crowdsource security um but bounty platform. Yes. And uh we actually um start working with a new uh idea uh which is forensic investigation. You
might ask me why we need if we have already so many tools yeah on the market and etc. But we recently won a tender which is from Netherland government and the idea is behind this um uh tender that even currently cyber police wherever is exist on the market they use some tools but they cannot share some data they actually have a gap and etc. So the problem is evidence exist in different problems and in difference actually way to be presented for uh end users. Yes. of departments and etc. So let's say currently we have organization A who which actually use some case and
we have organization B they have information about the same wallet cases might be different but at the same time they cannot deal with each other and at the same time they waste a time so let's say we have a cases where BTC tour or many exchanges were hacked and hackers thanks by the way trying to find evidence submitted through platform and etc. And what's the issue? They couldn't deal. So even the researchers send information about um some uh evidence. It took actually more than weeks to explore to make actually uh a report from police and sent to the governments and money
moved to another way. So this problem is not because police or someone else doesn't want to to work but because of evidence they have so many details and they need more time. Yes. So actually the wallet how we right now building platform. So we matching two organization and wallets and etc. And organization might choose if they would like to share some evidence or not. So in this way let's say some police department can ask another police department some organization can share some evidence. So let's say we have a huge company which was hacked in Ukraine. Yes. But then the same way another company in Poland was hacked. So if they could share some evidence between cyber police, they can actually
deal much faster. So we built platform on this to actually normalize data make one identifier common for everyone share evidence if someone wants to share have a request and move faster. In this way if something happen is with your wallet or with other other wallets we need only ours to deal together with cyber police and etc. Right now it weeks yeah also uh it's conduct your investigation generally. Yeah. So like trace fines manage investigation find cash out points and etc. So in this way even someone is having subscription because usually uh governments and etc departments they buy subscription for years they still would like to have
something that match together those software. Yes. And this is what we do right now and uh also this matches helps to collaborate. So uh some departments will press button collaborate and they will ask or see who others might might help in these cases. So currently we're trying to um collaborate with uh KYC ML providers and uh everyone else who can actually help us with um with these uh things. So generally same wallets doesn't mean same case matches uh actually your leads access control it and you can actually work together on some evidence. Thank you everyone. I am Dimitro C of hacken proof and I really
welcome you to connect with me and work together on these things because I believe industry has the same problem. Thank you. >> Thank you. Thank you Dimma. All right. Any questions in the audience? Please raise your hands and there'll be a box that you can talk to. >> It's not easy talk. So if you don't have question that's okay. That's means you understand the problem and uh we just need to deal with that. This is what we do. >> Hello.
>> Simple question like uh the wallet tracking you are trying to uh demonstrate like to track money laundering and anything with the government and all those places. uh how come uh we can track with the funds which goes through any mixers of tornado or anything uh which which generally can not be easy to be tracked directly like all these hacks which happened in the past the majority of them has been laundered through the mixers. So what should be the way out? >> Yeah. So currently do you actually ask yourself when something is happen what are you going to do first? Are you going to write seal? Are you going to write police? What action you actually do? So I have idea idea through this platform
as soon as something is happening you can actually come to this platform make request to any police department find to possibility to connect with someone who can actually trade the funds or help you. So make this entry point easy for everyone who is need help because currently you come to seal still tries to help and actually seal is the only one who is trying to help a lot to the to the market. So thanks these guys. But generally we see the gap between each parties and for us is important to help and collect evidence and share in the most secure way because you cannot just share all data. Yes, you you have to allow someone to share. Thank you.
>> Okay, great. First of definitely agree these guys from seal they are legends but even more work can be done and it's great to see >> [music]
