Next, our final presenter today is Mr. Richard Lim. The floor is yours. [Music] Hello. Hello everyone. Uh hello. Okay. But my Japanese is not good enough. So I I speak English today. And uh my uh today I want to share about building sustainable web 3 developer ecosystem uh from the open source in greater China.
The insight from open source in greater China. And I'm actually uh born and raised in Taiwan and uh uh I live in China for 12 years and I do many opensource things and the community in uh in China and uh uh today I want to share about uh the developer landscape in China uh especially open source developer and then uh I will talk about current web3 uh policies in in China and then uh I I see some challenge uh we observed uh from and at uh Chinese developer and the future potential in open source and the developer e ecosystem in China and then uh I will talk about developer painoints and uh uh
my incubator open seed solution ideas okay and uh let me introduce myself I'm co-founder uh of open seed this is an early stage incubator for open source AI and the web3 projects and then I have a uh consulting uh consulting v uh firm is a open Q uh and uh I'm the co-founder of Kayen. Kaienu in Chinese is a uh Kaien means open source means society. Maybe if you know Japanese, you know is open source and is so so uh we have a open-source community focus on open-source governance in in
China and we built open uh we built in 2014. Okay. So that time is I go to China in Kayen and then uh I've worked in for example Huawei do maybe you know Huawei company I I'm responsible for AI a developer ecosystem and then I go to 01.ai as a large uh model company uh and I'm trans I translate two books open source beyond code and developer relations into uh Chinese. So uh I I do many things in in uh open source in Chinese and uh let us can see uh open uh global open source developer distribution. Um this is from GitHub.
Okay. From GitHub you can see the map and uh um uh GitHub's uh observations uh over the past decades uh 10 years uh the past decades the total number of uh global developer has exceeded uh 100 million. Okay. 100 million 100 million many among them among whom the number of opensource developers is over 22 million 22 million and then the number of developer in China uh exceeds 10 million is exceed 10 million and within the total number of open source developer uh being approxim approximately 2 million uh uh almost two million. So I I I can see the the number
okay the number uh in China and we can see the contribution uh because open-source com uh developer not only just to use the open source but to contribute uh to for example uh we have a poor request in in in GitHub. So we can see uh over 10 years uh from 2015 to uh last year you can see the red line is in USA uh USA uh contributor is very high still very high but you can see the second curve second curve is China okay so you can see uh China developer uh uh come approximately one-third uh one-third of US developer so uh
opensource uh culture and a developer rising uh and uh rising uh uh this year rise more. Okay. So we can see the the key observation. Okay. And uh uh uh this is the the uh this is a app uh uh conclusion of for uh uh okay the report the report's name called global opensource development report and uh it's a preview a preview edition not published yet uh but I joined a project called a UN OSI UN means United Nation okay OSI means open source insight So uh
I joined this project and uh uh uh and have some insight. For example, you can see uh activi uh the the ranking uh almost the American okay activity uh the first ranking is USA and uh second is China and for example growth uh India growth very high and the second is also China and the contribution uh is uh US and China and third uh the contribution growth uh the first one is China. So you can see there are so many for example influence growth and the second one is Japan. Yeah. So we we have some uh uh we uh uh we grabbed the data from uh from GitHub and uh analyze the the data. So
uh if you want to know more about the this uh report uh uh you you can contact me later and I can show you the total uh pre uh preview edition. So you can see uh China uh is near the ranking two and then uh uh go rising. Okay. And uh the current uh web3 policies in China uh I there are so many people talk about oh China government maybe banned web3 and a band block technology. It's not true. It's not true. uh but that there's no clear uh legal framework because the legal and politic system is not the same between China and the western uh
countries. So sometimes we should uh feel and uh to uh to uh to touch the line maybe is is a very uh big gray zone a very big gray zone in uh in in China but uh even the boundaries remain vague but we see some uh uh some fact for example this year uh okay uh this year two uh two 2015 uh 25 uh the wave of RWA and the spable coins uh push regulators to a more relaxed uh uh uh standards.
For example, I see some uh government institute talk about RWA, talk about spare coin. So they want to uh make it uh more re relaxed and make uh uh people know know this and in in practice uh token insurance uh we cannot uh issue we cannot issue a token uh directly in men and China is still we we cannot uh uh issue but developer events uh and the technical content sharing are very good are very good uh and uh uh some uh maybe some cities and region u may may impose some uh stricter controls of the uh uh event but uh as we know in 2025 uh there
are uh over 2,000 uh 200 over 200 web3 related technical events for example uh last month uh ETH Shenzhen okay we have more than 1,000 participants there and no any barriers from the government and the challenge and we we observe uh at Chinese developer maybe global uh developer are the same uh the first one policy and the second one language and the culture maybe it's the same in Japan I see and uh some we have some barriers in communication and the international exchange uh uh because of the language and the culture but uh we we see some uh short-term focus is more seriously
developer often drawn to finance and the trading use cases because it nature It's a very good use case uh in finance and trading and the less to infra and public goods and we promote uh infra and public goods. Uh so uh we know it's less uh less motivation from the developer and some project some public chain they uh want to uh uh fastly uh to to to uh to reach their KPIs. For example, how many developer come here and uh uh uh there are so many applications. So profit only mindset and the mindset and the motivation uh mechanism for example
give the grants and uh and have a very high value gift to the developers. So the profit only mindset will influence the developer themsel too back influence back too. So uh and uh some project they preference for Kol type developers. They they will see oh how many followers on the Twitter but not uh uh but neglating a long-term relationship with a really high quality contributors and the future potential in China open source and developer uh ecosystem we can see uh in especially this year rapid growth of open source plus AI in China. Uh maybe deepseek is also uh known uh in Japan
and it gains many uh strong traction in China and then globally and uh this year uh February I was in UK and talk about Chinese open source and they say oh we should thank thank to deepse I I say why because the first time Financial Times report open source is about Red Hat and the second time Financial Times report uh open source is because of deep sea Okay. So I I know that and uh second uh uh we we know stable coin and RA is raising uh f focus. So many stop and the developers uh uh know this and want to do some project and then wave the of ch uh Chinese open source project uh going
overseas going oversee and maybe globally uh they they want to uh uh boost uh web 3 developer uh web3 ecosystem integration and investment interest because uh the capital in China won't uh invest the web3 uh project but outside China there are so many capital from web three world and the open source hardware okay for example in senzen you know is a uh is a global manufacturer uh and the hardware industry and the developers expanding uh abroad alongside with AI and some sometimes for example uh uh uh code wallet or some chips uh we we can do it so uh we see some pinpoint
uh uh from the developer side they say, "Oh, I want to focus uh on making great open source project. I hope my project can help more people and build a vibrant uh community." But some people say, "I don't want to just code for fun." I we think code for fun is very good because Lena's trove of us say uh but some people say I I cannot just with with love but but with money. I I want to do open source can earn some money. So maybe exhausting maybe our project uh cannot uh grow sustainably and the community uh governments is is hard. So uh I gather many expert in open source community and help open source project
to do the the the good thing. So open seed uh we want to do open source instead of just public goods because public good is a vague term. Uh open open source is uh uh from OSI you know open source uh open source uh uh sorry I I in institute oh no no OSI you know the the project so uh we want to help public uh goods project adopt open source methodology and uh uh uh we we have some ideas uh because of the time I I don't uh explain it all but I want to share uh we want to help open source and uh we are from open source community and they
want to uh for example Ethereum or some public chain will uh collaborate and maybe uh donate us uh to to do the idea and tomorrow uh tomorrow afternoon you can see the green uh green words uh tomorrow afternoon we uh we have the uh I'm also a member from open build community uh and the open build have a uh track tomorrow afternoon is open source bridge uh uh between China and the Japan actually global developer exchange. Yeah. So we have some for example uh Rust uh Hanong Jang Handong is a very uh senior uh Rust developer working with Rust the world uh journal
of China uh rust developers and uh uh and we have some other for example uh anti MVE methodology and uh uh based on Ethereum's exploration and products of uh blockchain engineer cultivation and the drumway uh China open source ecosystem preservation and we have a a close meeting. So uh if you uh want to talk to us uh more closely tomorrow afternoon is the best way for us because we gather many Chinese developer come here EDCOM uh to uh want to uh uh want to talk with with you. So uh because uh I just one minute uh my name is Richard and if you have uh LinkedIn or Twitter
uh you can add me on LinkedIn or we chat uh this. So uh let me introduce uh Ian Ian here uh he he is the open build founder of open build. So uh if you want to know more uh let me introduce open builder it's a uh open source h sorry it's a web three community and attract web two developers because we know there are so many needs from the open uh from the web two developer uh for example web three developer is is not enough uh to to do things. So we want to uh attract web 2 developer come to web3 uh technology and we will train them and we
will teach you web3 technology and uh uh make them collaborate with like Ethereum or other public chain. So if you uh interested collaborate with uh uh open open build you can uh contact us. Okay. So the times up and uh I appreciate your your listening.
